Several economic development proposals, both residential and business, are on the agenda for the Carroll City Council’s meeting on Monday. City officials convene at 5:15 p.m. at Carroll City Hall and will open with a discussion on the proposed construction of a commercial retail building in the Westfield Urban Renewal Area, which is the region on the western edge of town. City Manager Aaron Kooiker says the developer, Thirty Love, LLC, is planning to build a 25,000 square foot commercial space in the 1800 block of Kittyhawk Avenue.
The developer is projecting an investment of at least $7.2 million and is seeking up to $2.5 million in grants to facilitate the construction. Kooiker says the city is planning to use an underutilized type of tax increment financing (TIF) based on local option sales tax revenues rather than property valuations.
There will not be a final decision on the project at Monday’s meeting, but the council will set a date for the public hearing on the proposal. The council does have the public hearing on the Golfview Subdivision scheduled for Monday night, however. According to the proposed development agreement with Kerkhoff Kraftsmen, LLC, the city is considering selling about 4.5 acres on the western edge of the Carroll Municipal Golf Course for $750,000 and using $500,000 in Local Option Sales Tax (LOST) funds to install $1.25 million in infrastructure. In exchange, the developer will build homes on the properties with a combined valuation of at least $7.75 million. Following the required public hearing, the council will consider resolutions to create the TIF district and move the development one step further. Kooiker says they have several smaller items for the council near the end of the meeting that should be handled relatively quickly, including a sewer lining professional services agreement.
The council will also consider approving a contract with Group Creative Services for downtown art and culture planning and a secondary agreement with JEO for a tree inventory throughout city-owned properties. Again, Monday’s Carroll City Council meeting begins at 5:15 p.m. at Carroll City Hall. The meeting is open to the public and will be live-streamed via the city’s YouTube channel.
