Carroll Supervisors Set Budget Amendment Hearing, Many Changes Are COVID-19 Related

The Carroll County Board of Supervisors discussed the proposed amendments to the Fiscal Year (FY) 2020 budget Monday and worked to set a public hearing date. County Auditor, Kourtney Irlbeck, presented the changes that include some that have been unprecedented in recent years. She says they have been seeing a lot of money going out in refunds from Carroll County Conservation.

Another item on the amendment is for COVID-19 reimbursement. Emergency Management Coordinator, Sara Anderson, had been able to order more masks from a business in Colorado from a coalition expense line in the general fund. That added to various other Carroll County Conservation expenses brought a total over $20,000 in changes to the general fund.

There will be a line set up specifically for COVID-19 in the budget, representing the $200,000 allocated for response and recovery. Anything purchased will come out of that line item and it will act as their record for future reimbursement. Irlbeck says the changes in the supplemental fund are all coming from the Auditor’s Office. They will be mailing out the majority of their ballots for the primary election.

The supplemental fund will be going up $15,529, but there may be some reimbursement for the mailing costs. Irlbeck adds she is unsure what is going to happen with the primary vote as they are required to open the courthouse to absentee voting on May 9, whether or not they have lifted COVID-19 restrictions. She is currently exploring options of how they could do that and maintain social distancing. She also has concerns about staffing polling locations on the date of the primary, Tuesday, June 2. She will be sending out notifications on how that may be structured in the very near future. The supervisors have set a public hearing date of Monday, May 4 at 10 a.m. for those budget changes.
