At the Carroll County Board of Supervisors meeting this (Monday) morning, chair Neil Bock brought up for discussion an issue with a missing easement on a septic line that runs from Mallard View Residential Care Center across private property and connects to city lines. Bock said he had sent an email to Carroll County Attorney, John Werden, who said the area would need to be surveyed before he could file the necessary paperwork for an easement. Bock said he thought there were really two things involved with the issue.
Bock invited discussion from the other board members, and County Engineer, Dave Paulson, related to the group that the estimated costs of surveying would be under $1,000. When it came to the associated costs, Supervisor Mark Beardmore asked if this was something the county would absorb and Dean Schettler questioned whether it could be shared with the land owner.
The bottom line, Bock and Paulson stressed, is that this is a county line on private property and it is best to get it done. Beardmore asked if all of the options had been thought through. Bock replied that it was time to act.
Paulson added that there was a good set of engineering plans that would assist with the surveying and filing of the easement. It was recommended that the cost of surveying be drawn from the Mallard View fund and the board elected to place discussion and a vote on this topic on the agenda for their next meeting on Monday, April 4.
