Carroll County Supervisors Hold Back One Percent In Appropriations

Shortly after the beginning fiscal year 2015/16, which started July 1, the Carroll County Board of Supervisors approved the appropriation of 85 percent of certified annual budget amounts to the various departments. At Monday’s meeting, the board was asked to sign an appropriations resolution that would allocate the remaining 15 percent to those departments. Supervisor Neil Bock reminded the others they had previously discussed working with smaller portions and made a request they appropriate only 14 percent at this time.

He added this is a way to ask for justification of the one percent appropriation as a lack of justification in the past has created issues.

Board Chair, Marty Danzer, voiced concerns that once one department makes a request, others will as well. All Supervisors agreed this did not mean departments wouldn’t get the money; only that this is a reconciliation tool for those things that have or have not happened in a department that impact their budgets. Bock added he would actually like to request less than the 14 percent, but wants to ease into the process, saying he agrees with Danzer that there will be bumps in the road.

The board resolution passed with four votes in favor and one vote against.
