The Carroll City Council will continue to hammer out the details on the Fiscal Year 2020 budget at a second work session, scheduled for tomorrow (Tuesday) at the Adams Elementary School board conference room. At the 5:15 p.m. meeting, the council will hear funding requests from non-profit agencies, including the Region XII Council of Governments taxi program and housing trust, Carroll Area Child Care Center and Preschool, RSVP and Foster Grandparents programs, New Opportunities and Animal Rescue of Carroll. These request range from $2,000 to around $17,000. During the first budget workshop on Jan. 17, there was a discussion on the allocation of Local Option Sales Tax (L.O.S.T.) dollars to the upcoming Carroll Recreation Center upgrade project. On Tuesday night, the council will review a plan based on that discussion that will allocate $100,000 in Fiscal Year 2020 and then $900,000 in 2021. They will also consider moving the Aquatic Center slide project to 2022 at a cost of $425,000, which reflects estimated inflationary increases. Also included on the agenda is a plan for street rehabiliation projects based on L.O.S.T. allocations and combining some of those with federally funded street projects.
