An affordable housing Workforce Tax Credit proposal for 12 new condominiums in Carroll will be the hot agenda item at the City Council meeting Monday night. Matt Greteman, President of 704 Development Corporation, will present a copy of the application sent to the Iowa Economic Development Authority on Feb. 21. The goal of the $2.3 million project is to provide workforce housing for the city of Carroll, including units for entry level workers, students, seniors, the disabled and families. Greteman is seeking a minimum match from the city of $1,000 per unit, which is a requirement of the Workforce application. The Rolling Hills South Condominiums are proposed at the intersection of U.S. Highway 71 and West Pleasant Ridge Road. City Manager, Mike Pogge-Weaver, says they will also hold a public hearing on capital projects.
They will discuss a pre-levy resolution that will allow the city to levy for Fiscal Year (FY) 2019 on those three projects and one other.
New requirements from the Iowa Department of Natural Resources (DNR) regarding bacteria have also resulted in an agenda item for an initial review of the wastewater disinfection treatment facility plan.
In addition, three Carroll residents will be formally appointed to commissions at Monday evening’s meeting. Jacob Fiscus will join the Historic Preservation Commission for a three year term, he will also remain on the Carroll Public Library Board of Trustees. Frank Hermsen will sit on the Historic Preservation Commission for three years and Dan Messerich has filed to finish the unexpired five-year term of Thomas Loeck, who has resigned from the Planning and Zoning Commission. That term is set to expire at the end of the calendar year in 2020. Monday’s meeting is open to the public and will start at 5:15 p.m. in the second-floor council chambers at City Hall.
