Strange Behavior And A Suspicious Package Close Down A Three-Block Area Of Storm Lake Tuesday Morning

A three-block area in Storm Lake was cordoned off and several residences evacuated for a little more than an hour Tuesday morning as a precaution when a suspicious package was reported in the middle of the roadway. The Storm Lake Police Department, Fire Department and Buena Vista County Emergency Medical Services were all dispatched to Barton Street at approximately 7:52 a.m. Upon arrival, a witness told officers they observed a male walk off the frozen lake, onto Barton Street, drop a black backpack and a cell phone. He then stated he was “trying to change the world.” The suspect then simply walked away. Police were able to identify him as a 17-year-old male from Storm Lake. At approximately 8:12 a.m., the juvenile called the Buena Vista County Communication Center and told them he was at the high school and needed the police. Responding officers were advised the teenager was displaying strange behavior and had begun to undress. The 17 year old was located, questioned and then transported for a medical evaluation. At a little after 9 a.m., the backpack was determined safe and the streets were reopened. Police allege the juvenile was under the influence of a dangerously high level of over-the-counter medication. He has been charged with disorderly conduct and simulated public intoxication, both simple misdemeanors.
