Man Accused Of Shooting Up Vehicle Parked On Carroll Street In May Arrested Again Saturday

A Carroll man, formerly of Manning, who was accused of shooting up the vehicle of his ex-wife in May was once again arrested over the weekend. The Carroll Police Department reports that 63-year-old Clifton Bruce Napier was pulled over at approximately 1 p.m. Saturday afternoon in the 900 block of N. East Street. A test of his Blood Alcohol Content (BAC) revealed a .156 level. Napier was arrested and charged with second-offense operating a motor vehicle while intoxicated (OWI) and driving on a revoked license. This charge comes on the heels of his first-offense OWI, which was also the night he was arrested and charged for using a handgun to shoot at the car in the 900 block of N West Street. On May 1, officers responded when witnesses reported a Chevrolet Malibu had pulled up and the occupant fired between three and seven shots into a parked car before fleeing. Napier was located about an hour and a half later on Highway 141 west of Templeton and taken into custody without incident. Additional charges filed against him on that night included open container and reckless use of a firearm. Napier was sentenced to one year in jail on the first OWI, but that sentence was suspended. He was also sentenced on June 20 to two years in prison for the reckless use of a firearm charge, but that too was suspended and Napier was ordered to serve two years of probation.  The open container charge was dismissed.
