Carroll City Council To Review Parking Ordinances, Preliminary FY27 Budget At Monday’s Meeting

The Carroll City Council convenes Monday evening and will hear funding requests from two additional non-governmental organizations (NGOs) and consider minor changes to two city ordinances. The council convenes at 5:15 p.m. at Carroll City Hall. City Manager Aaron Kooiker says they will open the meeting with an update from the Carroll Historic Preservation Commission, followed by the NGOs’ requests.

The council will then consider two ordinance amendments. The first concerns parking provisions on 6th Street and 10th Street. Sixth Street is no longer used for traffic, and parking restrictions are no longer necessary. Kooiker says the changes to the 10th Street regulations should ease pick-up and drop-off times at Adams Elementary. The other ordinance will align the city’s financial liability tickets for automobile insurance with state law. The council will consider renewing agreements with the Carroll Community School District (CCSD) and the Kuemper Catholic School System for the use of city-owned property for extracurricular programs. Kooiker says the Iowa Community College Athletic Conference (ICCAC) is also interested in coming back this spring for its conference tournament.

Kooiker notes hosting the ICCAC is a great way to showcase Carroll, but that much baseball in a single season is tough on the turf. The final item of business will be the introduction of the Fiscal Year (FY) 2027 preliminary budget. Kooiker credits Finance Director Laura Schaefer for putting together the initial ~300-page document and says he hopes taxpayers will be pleased with the results.

Kooiker is referring to the city’s proposed levy of $11.25 per $1,000 of taxable assessed valuation. That levy may shift as the council finalizes the budget over the next several weeks.
