Administration from the Carroll Community School District (CCSD) provided an update and additional insight into changes regarding enrollment numbers for preschool for CCSD and Kuemper Catholic for the upcoming school year. In August of 2025, CCSD administration held discussions with Kuemper, informing that while the current agreement for preschool would remain in the same, in the 2026-27 school year, there would be a reduction in the number of classrooms located within Kuemper, due to enrollment numbers. Kuemper acknowledged the possibility in a preschool interest survey that was sent out to families on Sept. 22, 2025, with an agreed plan with CCSD to monitor the results and registration data to assist in any decision making. CCSD preschool is part of the Iowa Voluntary Preschool Program (IVPP), which is state funded for public schools. With the state funding, public schools can enter into agreements with community partners to be able to offer additional preschool classrooms but there are requirements set by the Iowa Quality Preschool Program Standards (QPPS) of set expectations. In the partnerships, the public school district oversees the funding, compliance, and program quality, with community and non-public partners receiving funding for only QPPS compliant preschool instruction, with all programs required to meet the same quality standards. Other regulations from the QPPS include that funding may not be used for religious instruction, even if providing services at a faith-based location, parents cannot be charged for supplies and uniforms cannot be a requirement.
