NW Pressure Zone Contracts On Carroll City Council’s Agenda For Monday

The Carroll City Council will consider awarding the contracts for the water pressure zone overhaul in northwest Carroll, and city officials are pleased to see the projected construction costs to come in nearly 20 percent under the original estimate. The project is split into three sections: distribution system, booster pump station, and water tower. City officials had anticipated the total construction bill to be around $5.75 million, but the three low bidders came in at a combined $4.484 million. Including design costs and property acquisition, the project’s overall price tag stands at $5.55 million. City Manager Aaron Kooiker credits value engineering and splitting the project for the cost savings.

The low bid for the distribution system was $1.176 million from McCarthy Trenching, LLC, $1.824 million from Wendler, Inc., for the booster pump station, and $1.485 million from Caldwell Tanks, Inc., for the water tower. City officials are recommending the approval of the low bids for all three sections. The council will also consider the third and final reading of an ordinance amendment to adjust fees at the Carroll Municipal Golf Course by around five percent for the 2026 season. Kooiker says they’ll also look at updating the city’s building codes, which are nearly a decade old.

Kooiker says the council will also pick up on the discussion from the Nov. 10 meeting regarding a switch to a third-party vendor for the city’s utility bill mailings, which could cut the city’s mailing expenditures by more than half. Kooiker says the council’s last item of business will be further discussions on beautification and art installation in Carroll’s downtown.
