Second Public Hearing Needed Before Approval of Assessor’s Budget

The Carroll County Conference Board held a special meeting Monday to open a public hearing for the assessor’s 2016/17 budget. Supervisor Chair, Neil Bock explained the reason for a second public hearing.

Supervisor Mark Beardmore asked for clarification from clerk and field appraiser, Cindy Heuton, on whether there were any changes from the previous budget. The only change, she said, was the addition of the board-approved compensation of $2,500 for office manager, Judy Schreck. The bottom line, however, remained unchanged. The budget was approved and the board discussed the next steps in the search for a new assessor. The Examining Board’s first review of candidates did not result in any recommendations, but an assessor’s test was held last Thursday that should bring a list of successful candidates as early as the beginning of this week. The Examining Board will review the list and forward qualified candidates to the Conference Board. Bock said that he had also received news of a possible code violation relevant to the deputy assessor position that the Conference Board needed to address.

Cindy Heuton was named deputy assessor while Tiesmann was still in office. Bock said there will be one change, but overall, they will continue to do business as usual with Heuton and Schreck running the assessor’s office. Anything that needs to be signed will be handled by the acting assessor, Kourtney Irlbeck, the Carroll County Auditor. This will be the standard operating procedure until a new assessor is hired and Heuton returns to her regular duties. No compensation changes will be taking place.
