Mental Health Awareness, Budget Amendments, And TIF Repayments On Carroll City Council’s Agenda For Monday

Carroll city officials will meet Monday evening for the regularly scheduled council meeting and will continue the recent trend of economic development items appearing on their agenda. The Carroll City Council convenes at 5:15 p.m. at Carroll City Hall, and the opening moments will be dedicated to a proclamation from Mayor Jerry Fleshner on mental health awareness. May is Mental Health Awareness Month, and City Manager Aaron Kooiker says Carroll and Carroll County are leading the way in western Iowa to make mental health a priority, particularly in law enforcement training.

Kooiker adds this is obviously more than just a criminal justice issue, and awareness for all types of mental health challenges is equally important. As for agenda items, the council will consider an ordinance to divide property tax revenues for the recently created Golfview subdivision. Kooiker says the development agreement with Kerkhoff Kraftsmen Inc. is a go, and this ordinance is simply another hoop officials must jump through to ensure the city can recoup its estimated $500,000 infrastructure investment.

The council will then move on to city policy on the use of ATVs, UTVs, and golf carts on city roadways. Local officials approved that change in 2022 but code restricted drivers to 18 years old and up. Kooiker says they intend to align city regulations with state code.

The council is also tentatively scheduled to approve a resolution setting a date for a public hearing on the Ziegler Urban Renewal Plan. The equipment dealer has been working with the city for nearly three years to bring a new $5.5 million facility and jobs to the community, but progress has been hampered by external economic factors in the ag and construction sectors. Kooiker says Ziegler has proposed a small change to the agreement that is less simple on the city’s side.

Other items on Monday’s agenda include an easement with Insurance Power and Light Company for proposed utility work near the intersection of Grant Road and U.S. Highway 30 and scheduling a public hearing date for a routine Fiscal Year (FY) 2026 budget amendment. Monday’s meeting is open to the public and will be live-streamed via the city’s YouTube channel.
