Region XII Council of Governments has partnered with the City of Jefferson on a housing rehabilitation project to expand affordable homeownership opportunities in the area. The city acquired the property through the state’s 657A process, which allows municipalities to address abandoned or unsafe structures, and sold the home to Region XII for $100. Jefferson also contributed $25,000 toward the project and removed two large ash trees through a city incentive program. The house will undergo a complete interior renovation, resulting in a modern two-bedroom, one-bathroom home with updated components throughout. Once finished, the property will be sold to a first-time homebuyer earning at or below 80 percent of the area median income, or approximately $67,920 per year for a four-person household. The effort aligns with recommendations from the city’s Rural Housing Readiness program through Iowa State University (ISU) Extension, which encourages strategies to address aging and dilapidated housing stock. Communities interested in pursuing similar rehabilitation partnerships with Region XII are encouraged to contact the agency using the information included below.
