CCSD Board Of Education Tables School Calendar, Approves Retirement Incentive, Budget Reductions And More During Thursday’s Meeting

The Carroll Community School District (CCSD) Board of Education tabled the school calendar for the upcoming school year, but approved the retirement incentive and budget reduction plan during Thursday night’s meeting. The meeting opened with two public hearings, the first on the 2026-27 school calendar year that was proposing early outs every single Friday for professional development. While no one commented during the hearing, or to administration directly, board members later discussed that they heard concerns from parents and decided to table the decision until further input could be gathered. The second public hearing was for the Fiscal Year 2026 (FY26) budget amendment to accommodate the payments that were budgeted for the transportation facility in the previous fiscal year but were made in FY26 instead due to scheduling. Board members also received opening offers from Carroll Education Association (CEA) and presented the district’s initial offer in regards to base salary. Carroll Education Support Association (CESA) was there to present their initial offer, but administration decided to postpone proposing theirs until the following meeting to ensure accuracy. An update to the district’s Every Student Succeeds Act (ESSA) plan was heard and how the administration from the three buildings that received a targeted status were following it. For the first time in several years, the board approved of a retirement incentive for teachers and support staff who have worked in the district for at least 20 years, which will allow a $10,000 payment for licensed and $7,000 for non-licensed staff that will be accepted on a first-come first serve and seniority basis. Administration presented a budget reduction plan that would reduce expenses by over $193,000, but board members did not approve of eliminating the ROAR teaching position, so a budget reduction of approximately $134,000 was approved and administration will continue to review expenses and present reductions where see fit to reach the $150,000 goal.
