Adam Schweers, who was last year’s Citizen of the Year and will soon take over as executive director for the Carroll County Growth Partnership (CCGP), introduced Milligan as this year’s winner. Schweers says Milligan is always searching for ways Carroll can improve, and he is often the one leading the charge when a new idea or program is introduced.

Milligan, who recently completed that term as chamber president and serves as president of Commercial Savings Bank, says it is humbling to even be considered for the award, let alone to actually receive it.

Milligan credits the many people around him, from his family and friends to his business partners and staff, for allowing him to be involved in so many different ways in the community.

Milligan joined KCIM on Friday morning to talk more in-depth about being named Citizen of the Year and about his work in building up Carroll and the surrounding area, and that interview is included with this story on our website.
