The Carroll County Board of Supervisors voted unanimously this morning (Monday) to approved a contract with Region XII Council of Governments for updates to the county’s hazard mitigation plan. Region XII’s Local Assistance Director Chris Whitaker says these plans are updated once every five years, and Carroll County’s is due for an update.
The plan takes multiple years to complete and is done in phases. In Fiscal Year (FY) 2027 and FY28, Region XII staffers will survey officials within the county for information on documented disasters, losses, and related events. In FY29, Region XII will complete ongoing surveys, as well as update community profiles based on new Census data and conduct hazard analysis and risk assessments. Moving into FY30’s scope of work, they will meet with partner agencies to go over identified hazards and development mitigation implementation plans, with the goal of having the finalized plan accepted by the Iowa Department of Homeland Security and Emergency Management (IHSEM) and Federal Emergency Management Agency (FEMA) by the end of FY31. Whitaker says because it is a multi-year project, they’ve separated the $30,000 total cost over the life of the contract.
Region XII has a long history of completing this sort of work for counties and communities in western and central Iowa, including Crawford, Greene Guthrie, Adair, and multiple other entities, and Whitaker says they are yet to hear any complaints on the quality and timeliness of their work. The supervisors voted 5-0 in favor of approving the contract, and Region XII will schedule work to begin once the new fiscal year starts on July 1.
