The Carroll Community School District (CCSD) Board of Education reviewed the updated proposed staffing plan, held a discussion on Fiscal Year (FY) 2027 budget, and started strategizing for negotiations during Thursday’s work session. At the last meeting in January, board members reviewed the first draft of a proposed staffing plan. After discussions, mainly talking about reductions in expenditures to bring the unspent authorized budget (UAB) ratio down from the 32.43 percent, which would decrease the amount that is left unspent from the district’s authorized budget determined by several factors such as certified enrollment and property taxes. Board members asked if there were ways they could be creative to move positions around or to eliminate others in order to free up some funding and instead utilized for pay increase, specifically for teaching assistants. A discussion was held that reducing the number of staff, but then raising pay for other positions would not help the district to lower the UAB ratio. The first glance at four scenarios for a proposed property tax levy were also introduced, ranging from $9.88 to $10.07 per $1,000 of assessed taxable valuations, depending on what CCSD projects Supplemental State Aid (SSA) and the instructional support levy income surtax is set at. Numbers are preliminary and a established proposed tax rate will be brought to the board during the Feb. 19 meeting. The work session ended by entering into an exempt session to strategize for negotiations with the Carroll Education Association (CEA) for certified staff and Carroll Education Support Association (CESA) for associates.
