The Carroll County Board of Supervisors voted to approve over $300,000 in funding to non-governmental organizations (NGOs) that operate within the county during Tuesday’s budget meeting. Each year, these organizations come before the board, either in person or via written request, seeking taxpayer dollars to support their mission, ranging from local libraries and daycares to food pantries and victim support agencies. The supervisors split the county’s contributions primarily between the General Fund and the Local Option Sales Tax (LOST). General Basic Fund revenues are generated from property tax collections, while LOST is generated from the one percent sales tax collected on economic activity. Of the $315,742.20 allocated to NGOs by the supervisors, $220,282.20 will come from the General Basic Fund. This figure includes contributions to organizations such as New Opportunities, Region XII, the Elderbridge Agency on Aging, the Carroll County Fair, and the county’s four public libraries. The remaining $95,460 comes from LOST, as these recipients directly affect economic development, including $84,460 to the Carroll County Growth Partnership (CCGP), $6,000 to the Breda Daycare, and $5,000 to Carroll Area Child Care Center and Preschool.
