Carroll County Ambulance Department Director Jamie Wuebker is requesting that the Carroll County Board of Supervisors approve a new position within his department to create an assistant director. Wuebker says this role would expand EMS operational efficiency, improve regulatory compliance in multiple areas, and help maintain training regimens.
Because of the nature of the work, Wuebker says a licensed paramedic would need to hold this title, as they need first-hand knowledge of patient care procedures for managerial oversight.
He adds that the assistant director would ensure smooth departmental operations in the event something were to happen to a director unexpectedly. Wuebker’s proposal would not add additional staff to the department; rather, an existing paramedic would step into the role. Recommended pay for the assistant ambulance director is 80 percent of the director’s salary. By Wuebker’s calculation, the estimated $8,400 increase to the department’s budget for the position is not due to the role itself. Instead, those funds would cover backfilling the hours the assistant director would have worked on duty. The supervisors note they had suggested an assistant director role to Wuebker during the Fiscal Year (FY) 2026 budget preparations a year ago. The board did not take action on the request during Monday’s meeting, but they are expected to do so at tomorrow’s (Tuesday) special meeting. The board convenes at 9 a.m. at the courthouse to make the final determination on department budgets, elected officials’ salaries, non-union pay, and other budgetary items for FY27.
