The Carroll Community School District (CCSD) Board of Education discussed the initial 2026-27 staffing plan, which involved the addition of special education staff to the elementary to potential build a new program to address behaviors. Superintendent Dr. Casey Berlau proposed adding one additional special education teacher that would serve in a self-containment special education classroom for students that require more one on one assistance and increased behavioral support. A team of the certified teacher, behavioral interventionist and one teaching assistant would be assigned to that classroom serving kindergarten through sixth grade students. Berlau says the concept behind the idea would not be to keep students in there for extended time, but rather develop goals for students to get back full-time back into the general education classroom setting. The district has been consulting with Heartland AEA to understand the process to get a program like this established. Board members addressed concerns of the younger students interacting with the older students and if behaviors would be mirrored. Director of Student Services Crystal Boes says they have discussed that and are looking into the idea of creating two spaces. No action was taken on the proposed idea or the staffing plan. More discussion will be had at future meetings before a recommendation is brought to the board for approval.
