The Carroll City Council unanimously accepted a report from engineers on the community’s traffic signals, which included more than $2.5 million in proposed repairs, replacements, or removals. In April 2025, city officials contracted with Snyder & Associates, Inc. for $34,800 to complete a comprehensive review of existing signals, including structural analysis, mast arm connections, and baseplate foundations. Public Works Director Randy Krauel says the firm recently returned their findings.
More than a half-dozen intersections were identified for improvement, including U.S. Highway 71, Quint Avenue, West Street, Carroll Street, Main Street, Clark Street, and Griffith Road. Krauel says individual intersection work ranges from as low as $12,000 to as high as $486,000.
The signals at Adams and Court Streets have been deactivated since early 2024. The $2.5 million estimate is $1 million below where it could have been if the lights there were also to be replaced rather than just removed. The cost of these improvements could be spread over several fiscal years if the council so desires, but Krauel suggests it may be more cost-effective to complete them as a single project. City Manager Aaron Kooiker proposes the traffic signal updates be funded through a combination of General Obligation (GO) capital loan notes, which are scheduled for issuance later this year, and tax increment financing (TIF) money.
The council voted unanimously to approve the Snyder & Associates Traffic Signal Master Plan and directed staff to prepare to include that project in the city’s FY27 budget.
