Gov. Kim Reynolds issued a proclamation yesterday (Thursday) easing transportation restrictions to improve access to heating and motor fuels amid high demand that is straining supplies across the Midwest. The declaration, effective immediately through 11:59 p.m. on Jan. 29, declares a statewide disaster emergency and temporarily suspends Iowa Code provisions governing hours of service for crews and drivers delivering propane, diesel, natural gas, and other fuels used for residential, agricultural, and commercial heating. Reynolds cited limited pipeline capacity, increased reliance on long-distance trucking, and growing difficulty meeting demand while complying with state and federal hours-of-service rules. The suspension is limited and does not waive federal requirements related to controlled substances and alcohol testing, commercial driver licensing, or financial responsibility. Drivers must not be fatigued or ill and must be given the required rest periods upon request.
