The Carroll City Council will host its annual planning session tomorrow (Wednesday) evening as city officials gear up for Fiscal Year (FY) 2027. The council and department heads will meet at 5 p.m. at the Region XII Council of Governments building on E. Anthony Street. The session will begin with a look back at the goals and priorities chosen for the prior fiscal year and a review of how the city performed in accomplishing them. For example, the council’s top FY26 priorities were the continuation of the infill housing incentive program, land acquisitions for residential and business development, and downtown façade work. At least four $20,000 infill incentives have been approved since, and seven façade grants have been awarded over that same period. While the city’s efforts to acquire land for development, city officials are actively working with local and outside developers to encourage new construction, be it homes or businesses. After reviewing what worked and what didn’t, the council will reexamine the city’s priorities for the coming year and determine whether the focus needs to shift to other areas. Officials will also reacquaint themselves with the city’s fiscal position, including data on Local Option Sales Tax (LOST) revenues, hotel/motel tax collections, FY25’s ending fund balances, the forecasted debt schedule, and more. As there will be a quorum and city business is being discussed, the planning session is an open meeting and available for the public to attend.
