The Carroll City Council will continue with Fiscal Year (FY) 2027 budget preparations and advance code amendments at their upcoming meeting on Monday. The council convenes at 5:15 p.m. at Carroll City Hall and opens with the oaths of office for newly elected city officials, followed by reports from the Carroll Chamber of Commerce Program Director, Ashley Schable and Carroll County Growth Partnership (CCGP) Executive Director, Kimberly Tiefenthaler. City Manager Aaron Kooiker says they’ll recap the organizations’ activities over the last year and present their FY27 funding requests.
The Chamber and CCGP’s funding requests of $35,000 and $84,460, respectively, are level with last year’s. No funding decisions will be made at Monday’s meeting. City officials then move into two ordinance amendments. The first one is the second reading of a long-overdue update to the city’s building codes to the 2021 edition, which the State of Iowa currently uses. Kooiker says the council will also consider another change that will allow blade signs to be installed outside Carroll’s downtown businesses.
Kooiker adds that the council will also review an offer for legal representation in an ongoing class action lawsuit filed by public drinking and wastewater providers related to costs associated with the presence of per- and polyfluoroalkyl substances (PFAS), known as forever chemicals, in their systems. The Carroll Public Works Department has not yet detected PFAS in the local supply, but the city may still be eligible to receive compensation from settlement agreements. Kooiker notes that the council will also review an agreement with the Iowa Department of Transportation (DOT) to secure $1 million in federal funding for the approximately $5.2 million 12th Street reconstruction, tentatively scheduled to begin in 2026. Other items on the Dec. 15 meeting agenda include a five-year lease with R.L. Fridley Theatres for the creation of a green space in downtown, vehicle acquisitions for the city’s water division and fire department, and GPS software renewals for underground utility locations.
