Carroll City Council To Consider TIF Appropriations, Echo Group Urban Renewal Plan, And Downtown Pocket Park At Monday’s Meeting

The Carroll City Council gathers Monday, Nov. 10, for its next regularly scheduled meeting. The proceedings begin at 5:15 p.m. at Carroll City Hall, and the council opens with the second reading of proposed fee and rate increases at the Carroll Municipal Golf Course. According to City Manager Aaron Kooiker, staff have yet to receive any public comments on the approximately five-percent adjustment to match similarly sized communities and courses. A comparable five-percent adjustment in cemetery rates will also be considered on Monday. Kooiker says the council will also need to approve the Fiscal Year (FY) 2027 Tax Increment Financing appropriations for three separate projects.

In other economic development business, Kooiker says the council will also consider approving an urban renewal plan for Echo Group’s new facility.

Kooiker adds that city officials will also be looking toward Carroll’s downtown on Monday night with consideration of an engineering agreement with Bolton & Menk for the construction of a pocket park on W. 5th Street.

Other items on Monday’s agenda include consideration of outsourcing the city’s utility mailing to a third-party contractor, bid openings or change orders for the Graham Park Bandshell restoration and a water tanker truck, and routine financial reports.
