Carroll City Council Considers Final Reading For Anthony Street Parking Monday

The Carroll City Council should again have another brief meeting when it convenes on Monday evening. The Oct. 13 meeting opens at 5:15 p.m. at Carroll City Hall and begins with a proclamation declaring October “Cybersecurity and Fraud Protection Month,” which will be read and signed by Mayor Jerry Fleshner. City Manager Aaron Kooiker says the council has only three business items, and all three are expected to be brief. The first is the third and final reading of an ordinance limiting parking on Anthony Street between East and Maple Streets.

The council will formally consider adopting the ordinance on Monday. Kooiker says Finance Director Laura Schaefer will then detail the first of the city’s two routine budget amendments for Fiscal Year (FY) 2026 during a public hearing. They primarily consist of projects not initially accounted for in the FY26 budget or items that were accounted for in a prior fiscal year but were not completed or paid out until after the year had ended. Examples include $100,000 for improvements to the Carroll Rec Center theater, $150,000 for the Graham Park Bandshell renovation, $103,00 in additional revenue from donations for the bandshell, etc. Barring any comments from those in attendance, the council is expected to accept the amendment. The last item on the agenda is a proposed $76,000 contract with JCG Land Services related to the upcoming 12th Street reconstruction project.
