Public Hearing On Carroll’s Proposed Water Pressure Zone Improvements Slated For Monday

The Carroll City Council meets on Monday for its next meeting, and one of the top items of business on the agenda will be the public hearing for the more than $5.5 million water pressure zone improvements in northwestern Carroll. The council has identified addressing the long-standing low-pressure concerns for residents in those neighborhoods as a concern, and City Manager Aaron Kooiker says they are ready to bring the plans to constituents.

The public hearing includes the plans, specifications, form of contract, and estimated cost. The design firm for the project, JEO Consulting, anticipates the project’s total price tag to be around $5,734,000. If the council opts to proceed, bid opening is projected for Nov. 13. Construction would likely begin in 2026 with completion by the end of 2027. Kooiker says the council will also consider the second reading of an ordinance limiting parking on Anthony Street.

Kooiker adds the city had not received any comments on the proposed changes between East and Maple Streets as of Wednesday. He notes that the council will also need to consider a relatively small change order for the $3 million wastewater digester and air piping improvements at the city’s treatment facility.

Change Order No. 1 totals just over $18,000 and also includes the required sealing of digestor walls due to the conversion from anaerobic to aerobic treatment. Also included on Monday’s agenda is a certificate of substantial completion for the city’s roof replacement project, as well as setting a public hearing date for a routine Fiscal Year (FY) 2026 budget amendment. The Sept. 22 meeting begins at 5:15 p.m. at Carroll City Hall and is open to the public.
