The Carroll City Council has two meetings scheduled for Monday evening: one for routine business and the other to discuss ongoing litigation in closed session. The first meeting begins at the regular time of 5:15 p.m. at Carroll City Hall, and the opening item of business is the third and final reading for updated permitting requirements for food trucks and mobile vendors in town. The change updates the fee schedule to allow regular visitors to pay for a $300 annual permit. Alternatively, if a vendor will be present for a longer duration, a $150 monthly permit is available. City Manager Aaron Kooiker says the response has been generally positive.
The council will also consider a request to name the field at Merchants Park after Scott Parcher, who meticulously cared for the grounds for more than 40 years. His dedication to keeping Merchants Park in tip-top shape earned him the 2025 President’s Award from the Iowa High School Baseball Coaches Association and multiple Iowa Diamond of the Year Awards. If approved, only the field would be renamed, and games would be played on Scott Parcher Field at Merchants Park. Kooiker says the council also plans to make a decision on the reconstruction of the Northwest Park Shelter House, which was severely damaged after it was struck by lightning over a year ago.
The only other items of business during the open meeting are a fireworks display permit for a July 19 Merchants game and committee reports. The closed meeting is scheduled to begin at 6 p.m. under Iowa Code 21.5(1)(c), “To discuss strategy with counsel in matters that are presently in litigation or where litigation is imminent where its disclosure would be likely to prejudice or disadvantage the position of the governmental body in that litigation.” The council could potentially act on the issue in question following the closed session.
