Gov. Reynolds Signs Math Counts Act To Boost Iowa Students’ Math Proficiency

Gov. Kim Reynolds on Monday signed the Math Counts Act into law, aiming to improve math proficiency among Iowa’s K-12 students through early identification, targeted intervention, and evidence-based instruction. House File (HF) 784 requires schools to screen students for math skills, develop individualized support plans, provide professional development for educators, and align teacher preparation programs with these needs. It also empowers families with tools to support learning at home. While Iowa has seen recent gains in reading, particularly among low-income students, the state continues to lag in math performance, according to the 2024 National Assessment of Educational Progress (NAEP). The law also tasks the Iowa Department of Education with developing a statewide implementation plan and approving math screeners for grades K-6. Gov. Reynolds says, “One of the greatest predictors of future success in the classroom and workplace, along with early literacy, is math proficiency. This bill will ensure children who are struggling in math are identified and receive the personalized help that they need.” HF 784 takes effect July 1.
