At Monday’s Carroll County Board of Supervisors Meeting, Manning City Administrator Dawn Meyer requested funds to support the Manning Park Renewal Grant. The state provides the grant as part of its Neighborhood Revitalization Program through the Iowa Economic Development Authority (IEDA). To be eligible, the applying city must show planned improvements to public amenities, infrastructure, and housing. Meyer says they are focusing their project around Manning City Park on Highway 141 due to preexisting momentum.
The project would also go toward improving shelter houses, trail connectivity, and Manning’s baseball fields. Six communities applied, three of which were invited to the second round. Those three communities are Manning, Murray, and Eagle Grove. Of the program’s $3 million, Manning can request up to $1.75 million. One community will receive full funding, the second will receive partial funding, and the third will receive none. Meyer says they need to raise $758,000 by Sunday, May 31, and are already over the half-million-dollar mark. This figure is a pledged amount, meaning the donor’s payment is contingent on Manning receiving the grant, and contributions can be paid over four years. Meyer says they have already received $300,000 from the Manning City Council and $50,000 from United Bank of Iowa in pledged donations. District 4 Supervisor Stephanie Hausman commented on the program, saying she appreciates Manning investing its own time and treasure alongside their request.
The council voted four to one to pledge $40,000 to the project from the Local Options Sales Tax (LOST) fund. Half of this amount would be paid in Fiscal Year (FY) 2026, and the other half in FY27. District 3 Supervisor Gene Meiners voted against this amount, requesting $50,000 instead. The deadline is May 31, and the fund recipients are expected to be announced by July 1.
