Carroll City Council Approves Rate Increases For REC Center Memberships

The Carroll City Council voted unanimously at Monday night’s meeting to move forward with membership fee hikes at the Carroll Recreation Center. City officials approved the first reading of an ordinance change at their April 14 meeting that would raise resident fees by around 12 percent and non-resident fees by 15 to 16 percent. The amendment also does away with fitness class fees and makes 24-hour access standard for all members. Parks and Recreation Director Chad Tiemeyer says public response has been generally supportive.

Rates at the REC have not changed in more than four years, and during two of those years, the facility was under construction. Considering the public’s response, Tiemeyer recommends that the council proceed with the rate increases.

The new fee schedule shows Carroll families, single adults, and senior memberships increasing to $570, $290, and $260, respectively. Non-resident annual fees are rising to $620 for families, $313 for single adults, and $283 for seniors. Monthly memberships are increasing by the same 12 and 16 percent margins, while daily admissions and group rates are not changing. The council unanimously approved motions to approve the second reading, waive the third reading, and formally adopt the ordinance amendment. The new rates go into effect July 1, 2025.
