Carroll City Council Approves $250,000 Land Purchase To Advance Northwest Pressure Zone Project

The Carroll City Council voted unanimously at Monday’s meeting to move forward with a $250,000 purchase offer for land to serve as the future site of a new water tower. Public Works Director Randy Krauel says the city reviewed several suitable locations before landing on an approximately one-acre lot off U.S. Highway 71 in northwest Carroll.

According to the Carroll County Assessor’s Office, the property is currently valued at $96,390. Krauel says they did not complete an appraisal prior to preparing the offer. Ward 3 Councilman Kyle Bauer explains the reasoning behind that move.

The city anticipates spending an estimated $5 million on the northwest pressure zone to construct a 150,000-gallon tower on the site to address longstanding water pressure concerns from residents in that area of town. At times, water pressure has dropped to as low as 22 psi during high-usage periods, which narrowly exceeds the 20-psi minimum set by the Iowa Department of Natural Resources (DNR) to prevent infiltration into the system. The new tower, booster pump station, and necessary infrastructure are tentatively scheduled to be operational in the fall of 2026. The council voted 5-0 on Monday night to proceed with the city’s purchase offer.
