Carroll City Council Considers $9.465 Million Capital Loan Note, Land Purchase for New Water Tower, And Hwy 30 Warning Flashers At Monday’s Meeting

The Carroll City Council meets Monday for its next regularly scheduled meeting. The agenda includes land purchases for a new water tower, warning flashers for U.S. Highway 30, and a public hearing on the issuance of $9.465 million in General Obligation (GO) capital loan notes. The council convenes at 5:15 p.m. on March 10 at Carroll City Hall. City Manager Aaron Kooiker says the GO public hearing is another step in the long process of funding five separate projects.

The public hearing includes nearly $4 million for the Northwest Water Pressure Zone, $2.14 million for the 12th Street reconstruction project, and $1.8 million for the wastewater treatment plant digester and vertical loop reactor project. The city’s $1.40 Debt Service Levy, which is the council’s annual target for that fund, will not change if these projects move forward. Kooiker says the city will also consider a $250,000 land purchase off Highway 71 in northwest Carroll, which will be the future site of a new water tower.

According to the Carroll County Assessor’s Office, 704 Development Corp. owns the land, which is currently valued at $96,390. The council will need to decide on Monday whether to proceed with the offer. The final major discussion item should be the purchase and installation of warning flashers for outbound traffic on U.S. Highway 30.

Other items on Monday’s agenda include a denial recommendation for a device retail permit from Greenleaf Vape & Tobacco, the purchase of a $303,000 street sweeper, a certificate of completion for the golf course booster pump station project, and adjustments to the city’s infill housing incentive program.
