Carroll City Council Hosts First Meeting Of 2025 Monday

The Carroll City Council convenes for their first meeting of 2025 on Monday, with mostly routine business on the agenda. The council meeting begins at 5:15 p.m. at Carroll City Hall. Following the consent agenda, which includes a $1,120 credit to the golf course booster pump station project and a waived policy for the sale of surplus city equipment, city officials will consider the second reading of a street grade ordinance for the Rolling Hills South Fifth Addition, and a nearly $10,000 change order for the city’s water main replacement project. The council will also consider final acceptance of the work on the Adams Street full-depth reconstruction that was completed this past summer. City Manager Aaron Kooiker says the first of two annual budget amendments and the associated public hearing is scheduled for Monday night. Kooiker adds the council will also consider a memorandum of understanding with Carroll County Emergency Management for the Carroll Public Library and Carroll Recreation Center to serve as shelters in the event of a disaster.

City officials will then review the latest property valuations for Carroll’s taxbase, which increased by approximately 1.5 percent, and how that affects budget preparations for Fiscal Year (FY) 2026.

The final item of note on Monday’s agenda is preliminary council approval for a new community branding plan.
