Carroll City Council Moves Meeting To Tuesday For Memorial Day

Due to the Memorial Day holiday next week, the Carroll City Council is moving its meeting back a day to accommodate. The council will convene at 5:15 p.m. on Tuesday, May 28, at Carroll City Hall. City Manager Aaron Kooiker anticipates a shorter meeting that will begin with the third and final rezoning ordinance for the future site of the Golfview Subdivision on the Carroll Municipal Golf Course’s western boundary. He explains what comes next, assuming the zoning change is adopted.

At least two developers have expressed serious interest in building homes, condos, or townhouses on the 4.5 acres being rezoned, and bids from those developers will determine if the city will proceed with the project. The cost to install infrastructure in the area, such as water, sewer, and storm sewer, could run as high as $2 million, but Kooiker says that is unlikely to be the city’s share of the expense. Following the rezoning, Kooiker says the council will shift its attention to the Merchants Park renovation bids and an approximately $200,000 shortfall for the project.

City officials will consider a professional services agreement with Snyder & Associates, Inc. to conduct a study on U.S. Highway 30 for warning flashers at Market Street, coordinated signal timing, and the potential addition of a light at Monterey Drive. Kooiker says they also have a public hearing for the proposed $2.07 million resurfacing project in Carroll’s Central Business District.

Other items on Tuesday’s agenda include a Fiscal Year (FY) 2024 budget amendment, FY25 health insurance renewals, and a closed session under 21.5(1)(i) for a routine performance review of the city manager.
