Three Ordinances, A Public Hearing, And Merchants Park Lease Agreement On The Agenda For March 11 Carroll City Council Meeting

The second reading for three ordinance updates and a public hearing for issuing $650,000 in debt for a new fire rescue vehicle are on the agenda for the Carroll City Council’s meeting Monday night. The council convenes at 5:15 p.m. on March 11 at Carroll City Hall. City Manager Aaron Kooiker says those readings should be the last step for the storage container, rezoning, and mowing ordinances discussed at recent meetings.

Kooiker adds they have not received any public comment on these ordinances, and the third readings will likely be waived. The council is also hosting a public hearing on issuing a combined $1,165,000 General Obligation capital loan note. Kooiker says the debt issuance is split between the Rec Center and the fire rescue vehicle, but the public hearing is only for the vehicle.

The proposed debt issuance originally included $600,000 for the Golfview subdivision development, but the council opted to wait to finance the project until a firmer cost estimate is available. Kooiker says the council also has an exciting lease agreement for Merchants Park to review.

Pending council approval, the May 2025 Iowa Community College Athletic Conference (ICCAC) tournament will be held in Carroll, with the potential for a longer-term contract to follow. Other items of note on Monday’s agenda include upgrades to the Carroll Police Department’s in-car and body cameras and consideration of a reciprocal pass for this summer with the county’s public swimming pools. The March 11 meeting is open to the public and will be live-streamed via the city’s YouTube channel.
