The Carroll Police Department reports a Jamaica man was taken into custody Thursday on child sexual abuse charges. According to an affidavit from law enforcement, 32-year-old Jacob Mark Spaulding was arrested in the 100 block of E. 5th Street at approximately 3:50 p.m. on a charge of second-degree sexual abuse, a class B felony. The charge stems from an investigation into at least two instances of reported abuse between Sept. 19, 2022, and Feb. 24, 2023. Authorities allege Spaulding committed sex acts with a nine-year-old juvenile victim at least twice during this time frame. A class B felony in Iowa carries a penalty of up to 25 years in prison.
