A Carroll man faces a felony charge in Carroll County District Court for allegedly stealing lottery tickets from his employer. According to court records, 39-year-old Shelby Joseph Norman was issued a summons to appear last week for lottery theft, a class D felony, and fourth-degree theft, a serious misdemeanor. A Carroll Police Department investigation found Norman fraudulently redeemed winning tickets on multiple occasions while employed at Sparky’s OneStop in the 400 block of E. 6th Street between June 3 and June 17. Norman was cited and released last week and is scheduled to appear for a preliminary hearing on Oct. 19 at the Carroll County Courthouse. The charges against Norman carry a maximum penalty of up to five years in prison and $9,375 in fines.
