Carroll County Supervisors Unanimously Approve FY24 Budget During Monday’s Meeting

The Carroll County Board of Supervisors voted unanimously this morning (Monday) to approve the county’s Fiscal Year (FY) 2024 budget. Their proposal includes an urban rate of $4.69065 per $1,000 of taxable valuation and a rural rate of $8.01055, and the supervisors did not receive any comments from the public during Monday’s hearing. Documents filed with the Iowa Department of Management show officials anticipate total expenses for FY24 to total $26.8 million, approximately $2.7 million over FY23 re-estimated expenditures. The urban levy is increasing by roughly $0.39, and Auditor Kourtney Payer explains what effect the higher rate will have on an average home in the county.

Payer says the rural levy is increasing by $0.67 compared to the current fiscal year.

The year-to-year rate increases may seem higher than usual, but county officials note these are attributable to issues outside their control. First, the state legislature passed a correction to the property rollback formula, reducing the county’s overall tax base. District 3 Supervisor Gene Meiners says the other challenge is one being faced nationwide: inflation.

Board Chair Stephanie Hausman and Meiners thanked county staff and department heads for their tireless effort to trim their respective budgets to avoid potentially higher tax increases.

With the FY24 budget now approved, the only thing left for the county is to submit it to the Iowa Department of Management before the April 30 deadline.
