The Carroll City Council convenes on Monday for its next meeting, and items on the agenda include a new fuel surcharge for solid waste collection, equipment replacement at the wastewater treatment plant, and housing incentive changes. Before getting to those topics, Des Moines Area Community College (DMACC) President Rob Denson will update the council on the Carroll Campus and what the council can do to ensure local students’ continued success. According to City Manager Mike Pogge-Weaver, they will then move into the second reading for two ordinances; the first is to rezone agricultural land north of New Hope to residential, and another to add a stop sign at the Court Street and Second Street intersection. Pogge-Weaver says they will also hold a public hearing on plans to replace piping in the city’s vertical loop reactor at the treatment plant.
City officials recently approved an aggressive infill housing incentive program to provide up to $20,000 for new home construction in targeted areas of town. Due to the perceived interest in the program, Pogge-Weaver says the council will consider expanding the program to more neighborhoods and units.
He adds the council will need to discuss a proposed adjustment to the fuel surcharge added to customers’ bills for solid waste collection. The city’s contract waste haulers recently contacted city officials to request the change due to the high cost of diesel fuel. Other items on Monday’s agenda include a public hearing on issuing $5.4 million in General Obligation bonds for the Carroll Rec Center improvement project and a vicious animal appeal hearing.
