The Carroll City Council is scheduled to meet on Monday and is expected to follow up on several issues brought up during their April 25 meeting. City officials are considering the construction of new sidewalks in the Timberline and Pleasant Ridge neighborhoods in the southwest corner of town. The council narrowly approved spending up to $15,000 for a professional services agreement with JEO Consulting for the design work. However, City Manager, Mike Pogge-Weaver, says they may be able to save those funds through one of the firm’s internship programs. The city council will consider approval of this agreement during Monday’s meeting. If approved, Pogge-Weaver expects designs to be returned sometime late this summer or early fall with construction potentially starting yet this calendar year. Officials will also need to formally approve a Destination Iowa grant application for improvements to Merchants Park. The council was supportive of the effort during their last meeting, and Pogge-Weaver says the project has the support of other local organizations.
Proposed improvements include lighting upgrades, safety netting installation, press box expansions, and ADA-compliant seating. Officials are planning to use federal COVID dollars in conjunction with Local Option Sales Tax (L.O.S.T.) and Hotel/Motel Tax revenues to finance the project, which would take place over several years if funding is approved. The council will also turn its attention to an issue that has plagued rural Iowa for years: workforce housing. The city has been approached by a development firm interested in building apartments in the area east of Auen Distributing and the Kuemper Fieldhouse. Pogge-Weaver notes this is only in the very early stages, and they are requesting council guidance on how to proceed.
Other items on Monday’s agenda include establishing connection charges to sanitary sewer services for future development on the eastern edge of Carroll City limits, a contract extension for the Carroll Recreation Center’s membership management program, and consideration of an agreement to allow the Carroll Municipal Golf Course to participate in a reciprocal membership agreement with other courses in the region.
