The Carroll City Council will hold a work session and a closed session at the conclusion of Monday’s meeting. City Manager, Mike Pogge-Weaver, says the work session is on elements of the $3 to $4 million Adams Street reconstruction.
An example of one such question revolves around scoping of sewer mains.
Pogge-Weaver says the complicating issue is service lines are to be maintained by the property owner. The council will need to decide if the homeowner will be required to replace lines that are at end of life or are beginning to fail now or whether they wait and are forced to break into the new street later. He says once you crack that new surface, you can never get the same integrity again. He adds they also are aware that about a third of the water service lines along this project contain lead and they need to discuss whether to replace these now or later. The water service lines are different than sewer ones as they run alongside the street and would not require digging up of the roadway. The closed session falls under Iowa Code 21.5(1)(c), “To discuss strategy with counsel in matters that are presently in litigation or where litigation is imminent where its disclosure would be likely to prejudice or disadvantage the position of the governmental body in that litigation.” Other agenda items include an update from the Retail Coach, the third reading for the city’s urban revitalization area, as well as a change order in the consent agenda for the parking lot at Northeast Park, which will facilitate access to Kellan’s Kingdom all-inclusive playground and the Miracle Field complex.
