The Carroll Council Is Back Monday With Talk Of Rec Center Rate Increases, Creek Revitalization, Tourism Assistance Funds And Another Annexation Request

A five Monday month allowed for an extra week off between the regular meetings of the Carroll City Council, but they are back Monday, Sept. 13, with a full agenda. City Manager, Mike Pogge-Weaver, says one of the first items is a discussion on proposed rate increases for the Carroll Rec Center.

Pogge-Weaver anticipates this will be the first reading and the council will want to give time for public feedback before any final decisions are made. The council will receive bids on the sale of $3,445,000 in General Obligation (GO) Capital Loan Notes for a reduction in the interest rate.

The council will bring back the Graham Park Creek revitalization project for a public hearing and potential approval before discussing a professional services agreement regarding tourism assistance through the American Rescue Plan Act (ARPA) for Merchants Park.

Some of the identified projects would include replacing of the bleachers and making them ADA accessible, lighting and safety improvements such as netting. Pogge-Weaver says in all, they add up to about $800,000 in projects and the application requires engineered plans and the commitment to a 20 percent match. The professional services agreement would bring Shive Hattery in to help with the plans.

Another voluntary annexation request is being made as well. LeMar Koethe has purchased property northeast of Carroll from Grant Road to Noble Avenue north of 18th Street. There is already sewer run adjacent to the 111 acres that would be resold for development. Pogge-Weaver says it has two identified main purposes, low-density residential on the west and high-density residential on the east. There is a portion near Veteran’s Park classified as a flood plain and maintained as parks and open spaces. Before the meeting closes, the council will hold a public hearing on adopting an expansion of the Urban Revitalization Plan and discuss revision of two policies involving personnel and substance abuse prevention programs for drugs and alcohol. The meeting begins at 5:15 p.m. in the council chambers at City Hall. It will also be aired live on local access cable, CAAT6, and can be accessed by phone or computer.
