Warranty Program Under Consideration Would Provide Sewer And Water Line Protection For Carroll Residents

A National League of Cities Service Line Warranty program, that provides property owners with protection against losses related to water services, is being considered by the City of Carroll. Director of Public Works, Randy Krauel, says there are three coverage areas administered by HomeServe USA Corp. The first is in on exterior water service lines

Krauel says coverage for exterior sewer lines is very similar. The third is for internal plumbing and drainage, covering all internal piping for water, sewer and drainage within the home. He explains the fees associated with each category.

The city logo can be utilized in marketing of the coverage, however, they are not in charge of administration. Participating in the program is at the discretion of each home owner on a voluntary basis and all fees and claims will be handled through HomeServe. Director of Business Development, Ashley Shiwarski, says that auxiliary sump-pump lines are not covered, but an example of a common claim is a homeowner having to have tree roots cleaned from their home’s lines.

HomeServe develops a contractor network to service claims, ensuring they are local, meet licensing requirements, have the proper insurance and they conduct background checks and drug screenings. They also educate residents about their liability on these lines.

The city would receive $.50 per contract per month with initial discussion of earmarking that money for upgrades to the system or some similar use. Some council members are concerned about ad hoc marketing that may give the impression it is a city program.
