Carroll Man Arrested On Drug Charges Monday, Jailed Again On Thursday

A Carroll man who was arrested on drug charges Monday was back in custody again early Thursday evening. The Carroll Police Department received a trespassing report at approximately 5:19 p.m. and responded to the 200 block of E. 10th Street. This led to the arrest of 24-year-old Shania Kae Collins of Carroll who was wanted on Carroll County warrants for possession of a controlled substance. At the same time, 25-year-old Larry Cornelius Shipp was taken into custody on domestic abuse charges. During the arrest, officers located suspected narcotics. Further charges are pending lab results. On Monday morning, Shipp was pulled over for driving on a revoked license and a substance believed to be methamphetamine was found at that time. Charges for that incident are also pending test results from the Iowa Division of Criminal Investigation (DCI) laboratory. Shipp was arrested two times in one day last December and drug-related charges were also levied at that time.
