The Carroll County Solid Waste Management Commission has released the results of their annual audit report, completed by Bowman and Miller, P.C. The commission saw a 3.4 percent decrease in revenues from the prior year with a total of $3,574,101 as of Fiscal Year (FY) end on June 30, 2020. Expenses for the same timeframe totaled $3,580,272, representing a 21.7 percent increase from the previous year. Lower market prices for recycling product sales were the leading factor in the drop in revenue while increases in depreciation expenses along with closures and post-closure expenses from a major cell expansion project were responsible for the majority of the uptick in expenditures. Bowman and Miller P.C. are reporting three audit findings, all related to the receipt and expenditure of taxpayer funds. Recommendations have been made to address a lack of segregation of duties among employees and the improper recording of capital assets in financial statements.
