Carroll County Considers Program To Help Recapture Lost Medicaid Funds

The Carroll County Supervisors are considering a proposal from Public Consulting Group (PCG), a company that works with public sector entities to improve their processes and performance. In this case, Sr. Financial Analyst with PCG, Jill Seime, is introducing a way to help manage government payments for the Carroll Ambulance Service. She says the program was designed by the Centers for Medicare and Medicaid Services (CMS), because they are aware that Medicaid has the worst payment record of any carrier.

The county, Seime says, is eligible to receive that shortfall. By filling out a cost report and signing specific forms, they would be eligible to receive a match.

The supplemental payment program proposed, GEMT, works the same way.

What PCG would need from the county is approval to put up the state share from public funds to draw down the federal match. Supervisor, Neil Bock, asked what benefit participation in this program would bring.

Chair, Rich Ruggles, says he would like to bring this proposal back for discussion at a future meeting after they have had time to develop further questions. Supervisor, Dean Schettler, adds that if they are going to move forward on this, he would like PCG to provide references for the board to review.
