The Crawford County Sheriff’s Office reports a Manning man was taken into custody without incident Thursday afternoon following a standoff. According to authorities, a woman entered the sheriff’s office at approximately 3:45 p.m. to report the suspect, identified as 51-year-old James Irvin Fishback Jr., had handcuffed her to a refrigerator and threatened to kill her. Fishback later left the home, and the victim was able to leave while he was away. Prior to leaving, Fishback had told the victim there would be a shootout with law enforcement if they came to the scene. Crawford County Sheriff’s Office deputies responded to the residence in the 3100 block of 370th Street just southwest of Aspinwall and set up positions about an eighth of a mile away from the home. Fishback surrendered to authorities without incident after about 25 minutes of negotiations. He was transported to the Crawford County jail, where he was booked for domestic abuse assault while using a weapon, felon in possession of a firearm and third-degree kidnapping. The Crawford County Sheriff’s Office was assisted at the scene by the Iowa State Patrol, the Carroll and Shelby County Sheriff’s Offices, Carroll Police Department, Shelby County Emergency Management and Crawford County Emergency Medical Services.
