As a part of the annual budgeting process, the City of Carroll works to negotiate salaries and hourly wages for employees and set the top-of-pay ranges for these positions. Unions for the police and public works departments negotiated contracts with city leaders and they are reporting, as a best practice, they have matched the non-represented full-time positions with the percentage increases negotiated for full-time union positions. These wages, that will go into effect July 1 of this year, include an increase to all full-time positions of three percent. Part-time pay ranges were adjusted as necessary to hire new workers or retain the current employees. A full listing of the Fiscal Year (FY) 2021 hourly rates and salaries can be found below.
